All three of them have a series of checklists, if someone meets a certain number of them, they get booted. These systems are carefully coded in order to ensure the smoothest game experience for those that don't cheat. Punk Buster, VAC, BattlEye, Warden and NProtect Gameguard being some of the more well known. If we look at other games on Steam and Origin, we can see that quite a lot of the Multiplayer ones have some form of Anticheat. They don't instil a sense of fear into those that cheat, they don't give any real consequence. We can see that these "punishments" aren't severe at all. Being kicked from the lobby by the DRM (labelled as Anti-cheat, which it kind of is, albeit not a very solid one) Being banned from the Payday 2 Steam Community Group, if they were in it (due to the LUA Cheats having DLC Unlockers however, this does nothing). Cheaters are a problem, they run riot without fear of punishment by peers, or by those in charge. The host, bless him, kicked the poor sod once the heist began, and we had a great game. He does it because he has the ability to do so. He cheats because he can, not to get any enjoyment, nothing of the sort. He gave two reasons: One: No one cares, if they cared, they'd kick him. I queried him on why he cheated (my secondary account a level 31). This "Cheater" had every skill maxed, as one would expect (no Perk Decks, at all), and also the maximum level, infamy 25/XXV, level 100. The host was a level 88, but not a super fast level 88, he took his time to get there. A while ago I was playing on one of my other Steam Accounts, and I came across a lobby with a cheater. The average Cheat-Script-User doesn't care for how others feel, how their game goes. Sure, you can disable PP's DLC Unlocker (MVP's DLC Unlocker starts off disabled), and sure, you can extract the scripts which do add those "good" features (extended inventory), but the point of the matter is: People don't. They are designed to give as much advantage to you, the player, when you want it. With modifications like Pirate Perfection and MVP, they aren't designed to be balanced. And they allow you to customise it, so if you think a certain feature is cheating (GageHUD's displaying of specials, PocoHud's Buff/DeBuff Timers, HoxHud's restarting before it was in default), you can choose to ignore it, or even remove it from the script or the via the options.

A person with eidetic memory and supreme observational skills can act like a HUD mod for you. Does HoxHud add anything that isn't already in the base game? Not really. Other mods such as PocoHUD, HoxHud, GageHud, they can have the arguments for cheats, and the argument for utility. A mod like that is cheating, however, it isn't cheating like PP or MVP, as most weapon stats mods (the Difficulty Mod, DMCWO, MORE) tend to always have an attempt at being balanced, and fair. A so called "mod" that changes weapon stats? Without a doubt cheating, there's no putting it lightly. That point aside, it is difficult to draw the line between cheating, and mods.
I know for MVP you can disable everything, and only leave the QoL things (additional inventory slots for more weapons and masks being really the only one, as it can be useful for those using mods like Dead Man Chest's Weapon Overhaul). One thing that I would like to point out though, is that these LUA scripts are customisable, due to it being LUA. I don't advocate using LUA scripts to cheat, and hell, I don't advocate even installing them, due to the temptation always being there. Hell, I've never finished any heist that I used the scripts in. Never have I activated these cheats in a public lobby, and never have I looked to acquire any gain from using them. Pirate Perfection, Most Valuable Player (MVP), you name it, I probably have used it. I would like to say that I am no stranger to using the various LUA scripts that these players would mess around with. As of late, there has been a lot of talk and complaints (from new and old players) about the current status of the so called 'hackers,' 'scripters,' 'cheaters,' or whatever title you wish to bestow upon the scourge of most multiplayer games. TL DR We need an Anti cheat system that isn't just DRM checking.
